Closing the loopholes: A call for stronger EU rules for safer and fairer E-commerce

Policy papers 17 Sep 2025

APPLiA, together with 63 organisations representing environmental and consumer NGOs, industry, retail and wholesale associations, has signed a joint statement urging EU policymakers to close the loopholes in online trade via marketplaces.

With the rapid growth of e-commerce, online platforms have become critical entry points for products from outside the EU. Each year, 4.6 billion small parcels enter the EU market, many of them without an EU-based operator responsible for ensuring compliance with European legislation. As a result, non-compliant, unsafe and free-riding products are increasingly reaching European consumers, undermining product safety, sustainability and fair competition.

The coalition calls on EU policymakers to ensure that online marketplaces are recognised as economic operators and bear clear legal responsibilities for product compliance. This would create a coherent and enforceable regulatory framework in which all products sold into the EU, regardless of their origin, meet the same high standards of safety, sustainability and fairness.

“Safeguarding the integrity of the Single Market requires rules that leave no room for unsafe or non-compliant goods,” the statement underlines.
