Joint Industry Statement on Appendix C of the EU Taxonomy

Policy papers 25 Feb 2025

21 industry associations, including APPLiA, are calling on policymakers to align the EU Taxonomy framework with existing EU chemical regulations. It is crucial to ensure that legally exempt substances are recognised in compliance assessments to maintain a coherent approach to sustainability.

The EU Taxonomy is designed to guide sustainable investments; however, Appendix C introduces additional restrictions that exceed current EU regulations. This creates barriers for manufacturers of essential technologies in Europe, limiting their ability to fully comply with the framework despite their significant contributions to the green transition.

To maintain a fair and effective system, we encourage the European Commission to take decisive actions. First, it is essential to clearly define the substances included in the scope of the framework and to remove unnecessary provisions in Appendix C that complicate compliance. Additionally, recognising legally granted exemptions, such as RoHS, as valid compliance measures is vital for supporting industry practices.

Moreover, resolving legal ambiguities and ensuring alignment with existing EU laws will facilitate a more effective regulatory environment. Lastly, increasing transparency and engaging technical experts in the regulatory process will lead to more informed decision-making.

By addressing these points, the EU can strengthen its sustainability goals while fostering a practical and inclusive approach that fully supports the European industry.
